I was looking at the NTSB report and I think they said it was caused by pilot error and a sudden wind gust. Sea planes at Tay airport are supposed to keep turning right into the canal. This reminds me if when me and my dad were boating this seaplane came down ad landed on the lake. He pulled up to the resturante on the lake.
