I have the following options:

-Alice springs, Australia
-Death Valley, California
-Vostoc Station, Antarctica
-Nottingham, England

As you might expect, Vostok Station, Antarctica is the answer. A temperature of ?89 °C was recorded there on July 21, 1983.

    The temperature went down to -89.6C (-128.6F) in Vostok Station, Antarctica on July 31,1983.
