civil rights group blames decease border agent for interfering with dangerous illegals let them pass?

Christian Ramirez of American Friends Service Committee, a Quaker organization that tracks border violence, said the blame lies on both sides of the border. Ramirez said smuggling cartels trying to push their goods into the U.S. are clashing with an ever-expanding collection of law enforcement officers on the U.S. side, leaving illegal immigrants simply looking for work caught in the crossfire.

"Border Patrol responds with more arms, more personnel, and drug cartels respond in kind. It’s a cycle of violence that we need to figure out how to stop," he said.

A total of 260 agents fired their weapons in 213 instances from 2006 to 2010, wounding an additional 37 people, according to a database obtained from Customs and Border Protection through the Freedom of Information Act. The records reflect all Border Patrol encounters around the country, but Customs spokesman Lloyd Easterling said most of those occurred along the U.S.-Mexican border.

Fourteen Border Patrol agents died in the line of duty during that time period, according to the Officer Down Memorial Page, which tracks the death of law enforcement officers. Two died from gunshot wounds, the rest of various causes ranging from heat exhaustion to being intentionally struck by a car.

Jennifer Allen, executive director of the Border Action Network, a Tucson-based civil rights group that helps immigrants, said the numbers show that agents are being reckless when responding to illegal immigrants crossing the border. She said she understands that drug cartels and human smugglers can be violent, but she said agents are approaching any illegal immigrant crossing into the U.S. with a "heavy-handed" approach that leads to so many deaths and injuries.

Hipolito Acosta, who patrolled the border for several federal agencies before retiring in 2005, said the number of immigrants killed or wounded was low considering the dangers and activity levels along the border. He said they encounter so many dangerous situations with smugglers that they must approach every encounter expecting the worse.

"If you look at the narcotics interdictions along the border, if you look at the number of weapons that are found, that’s not a high number," Acosta said.

Allen said she has long complained to Border Patrol officials that they need a more comprehensive training program so agents know how to better distinguish between armed smugglers and people looking to enter the country to live and work.

A 2007 report from the U.S. Government Accountability Office found that the Border Patrol "exhibits attributes of an effective training program." But it found that the ratio of young, inexperienced agents to experienced supervisors was often too high.

Easterling said they have focused on hiring more experienced supervisors and trainers to show the new agents how and when to use deadly force. He said agents are frequently outmanned by smuggling operations.

"We don’t want any of this going on, clearly," he said. "But we realize that these organizations are not giving up without a fight. In defense of themselves, their partners and innocent third parties, our agents will respond."

As far as I’m concerned our Border Patrol isn’t being heavy handed enough. It’s a terrible tragedy for one of our officers to die. We need military troops on the border with orders to shoot to kill. Believe me that would cause the drug, human smugglers to think twice before attempting to cross into the USA. It would also lower the numbers of illegal aliens crossing the desert to sneak into our country. A win/win solution.

Obviously, if you have had an accident, and you are reading all of this advice, it may have been a few hours since the accident. However, if you ever have another accident, or if it’s only been a few hours since you were hurt, here’s what you should do from the start.

 

First, take a look around and determine if you or anyone, are hurt. If so, taking steps like trying to prevent further injury or loss of blood are the most important thing you can do. Even if some other driver caused you to be injured, it’s just good manners to help the other driver if they are hurt. They may even be so thankful that they admit their fault to you. The worst thing you can do is get angry or start a fight.

 

Second, make sure everyone is safe from being injured further. If you are in the middle of traffic, and you are dizzy, sit down away from traffic. If your vehicle is a traffic hazard and you have accident warning devices like flares or triangles, put them out on the road to warn other drivers and get away from the car. Let the police an other emergency personnel investigate the scene with the vehicles in place and move them more safely at a later point.

 

Third, call the police. Accident reports are extremely helpful if the police will do such a report. Let the police know you are injured immediately. Answer the police questions honestly. But if you are dazed or confused, let them know you need medical treatment and answer only what you feel sure about. Remember, your statements can and will be used against you if you admit fault, and it will be too late and too fishy to later say you didn’t know what you were saying at the scene. Police know that your best recollection is immediately after an accident.

 

Fourth, get the other driver’s information including their names, addresses, driver’s license numbers, make and model of their vehicles, license plate numbers, and their insurance company name and policy number. If there are witnesses, get their names, addresses and telephone numbers as well. If the other driver makes any admissions of fault, write those down as well.

 

Fifth, if you have a camera on your cell phone or in the car and you aren’t too injured, take some photos of the vehicles and the scene. If you can’t do it right away, do it after you are released from the hospital.

Sixth, if you are hurt, obtain medical treatment. Don’t decline the ambulance or hospital examination to save your insurance company money or to be stoic. Take your valuables out of your car if you can and get checked out at the hospital. If you are not hurt, don’t get treatment you don’t need. However, remember, after an accident, you may feel a rush of adrenaline that causes you to only start feeling symptoms of pain a few hours later. If you have a health plan that requires you to obtain permission first, call them and find out where you are allowed to seek treatment.

 

Seventh, call a good pedestrian accident lawyer as soon as you have had your initial treatment, so the attorney can gather other important evidence and prevent the insurance company from taking advantage of you and obtaining such things as recorded statements that you feel fine, when many of your symptoms have yet to manifest themselves. The Center of Border Studies and Promotion of Human Rights (CEPRODHAC) enumerated the main causes for the deaths and human rights violations of the migrants who seek the “American dream.” Rebeca Rodriguez, CEPRODHAC president, stated that the root causes are poverty, the lack of governmental programs to eradicate poverty in the countries that produce emigration, and also inaction and deaf ears of the Central and South American consulates, as well as the corruption that prevails in Mexico’s National Immigration Agency.

Mexican congresswoman: people ought to move the same as free trade does

Rosa Marquez, Secretary for the Rural Development and Equity of the Distrito Federal stated that at least ¾ million D.F. area residents (“D.F.”: the area surrounding Mexico City) have migrated to the U.S. & Canada. The owner of the Cancun bar that was attacked with Molotov cocktails said that a week before they had received a threat from organized crime. Armed subjects arrived and said, “If you don’t give for your security we’re going to bring about a killing.” The thugs were asking for 40,000 pesos a month (approx. 3,000 dollars) for “security.” Six women and two men, all of them bar employees, died due to burns and asphyxia. Press data shows that the majority of the bars are threatened by the “Zetas.” A month ago, the owner of another bar, the “Costa Azul,” also refused to pay for security, and opted to close down his business. They were kidnapped when he and an employee arrived to put the place up for rent; neither has been heard from since then.

Mexican federal police ranks being purged

Mexico’s federal police announced that 3,200 of its members, or 9.2% of the force, have been let go. The agency’s commissioner, Facundo Rosas, said that this was because those persons did not meet the requirements for retention, and not because they were linked to organized crime. An additional 1,020 federales” are about to be dismissed because of failure to meet “trustworthiness control exams” which include polygraph and anti-doping screening, among others.

Individual monetary remittances sent to Mexico from abroad rose 1.84% in July and reached 1.867 billion dollars. The U.S. is the largest source of these remittances and, despite the economic recession, Mexico has received 12.495 billion dollars from January to July. That, along with petroleum, constitutes one of Mexico’s largest sources of income.

The Mexican state of Sinaloa set a new monthly record: there were 233 homicides in August, an average of seven a day, and the year’s total has now reached 1,647. Twelve police agents and one member of the military are among the victims.

Mexico’s War More Deadly Than Iraq

According to records kept by El Universal Mexico’s largest newspaper they report since 2005, the 24 hours of last Monday alone was the most violent for the year in the country, with 58 murders linked to organized crime.  This figure surpasses the record set on Sept 12, 2008 when 41 murders occurred within a 24-hour period. Both records occurred in the same year.  Among those murdered just in one day were seven police commanders and officers.  One police officer was wounded and the severed head of a private security guard was left in a gasoline station restroom.

The overwhelming majority of main news items in Mexico on any given day is the killings and violence that happen in Mexico on a daily bases. At the current rate of violent deaths in Mexico it is projected that the number will reach 5,000. That is more deaths than in the Iraq war, where we as Americans are spending 10 billion per month of tax payer’s money to support that war and have over 150, 000 troops and other Americans in country today. Mexico is our immediate neighbor to the south with a population of well over 100 million people with a war that is killing it’s citizens at an alarming rate. Many of those murders kidnappings and violence in Mexico is spilling into the United States where Americans have been killed and/or kidnapped. This is all related to the drug war going on in Mexico between the powerful Mexican drug cartels and the Mexican Government.  

What follows is a compilation of the comparison of deaths both in Iraq and Mexico. To date there have been more then 4,000 plus violent deaths in Mexico both Mexican and U.S. citizens. In comparison to date in Iraq there has been killed appax. 1,312.

During the last 24 hours 38 persons have died in different events caused by members of organized crime; the number has reached 4,052 in 2008 in this country (Mexico), surpassing by more than three times the number of dead in Iraq this year.

 

Additionally an alarming number of Americans are vanishing in Mexico where there has been a dramatic increase in the numbers of U.S. citizens who have recently been reported missing or kidnapped along the border with Mexico, reports the Washington Post. Many who have vanished from U.S. cities are still missing and it is feared they will turn up in the mass graves that have been discovered lately in Mexico.

U.S. State Dept recently issued Mexico alert said “Recent Mexican army and police force conflicts with heavily-armed narcotics cartels have escalated to levels equivalent to military small-unit combat and have included use of machine guns and fragmentation grenades.   Confrontations have taken place in numerous towns and cities in northern Mexico, including Tijuana in the Mexican state of Baja California, and Chihuahua City and Ciudad Juarez in the state of Chihuahua.  The situation in northern Mexico remains very fluid; the location and timing of future armed engagements there cannot be predicted”. In Ciudad Juarez the body of a man who had been beheaded and whose hands were handcuffed behind him was found hung from the Rotario Bridge in Juarez across the border from El Paso Texas. He had been forcibly kidnapped and carried off two days before according to police. A message from a local criminal organization was left nearby. The gruesome display even for this northern border city long accustomed to drug-related violence was shocked.
Shortly after the grisly sighting about 5 a.m., police found the victim’s head in a black bag in a nearby plaza, said state police spokesman Alejandro Pariente.
Pariente said the body was wearing black jeans, a red T-shirt and white sneakers, and was handcuffed. A banner apparently directed at rival drug-gang members was hung next to the corpse.
The victim’s father was barely able to identify his 23-year-old sons body.

 

Caution what follows is a photo showing the hanging body just before its removal.  Yet one more body was found near the Rio Grande in Juarez, this one shot in the head.

Elsewhere, masked men gunned down two police officers in a convenience store in Chihuahua City, the capital of Chihuahua state, where Juarez is located, said Eduardo Esparza, spokesman for the state attorney general’s office. After the killings assailants left a toy pig next to the bodies. A man wearing a pig mask was found hung in a residence in  Juarez. Near the body was a message threatening to do the same to others. Police believe the message was from drug gangs.
Drug violence has been escalating across Mexico and cartels have turned to increasingly gruesome methods to send a message to their rivals and police.

Also in Juarez, the same day four men were found shot to death. And four other men fell victim to gunfire attacks in various places in the city.
Elsewhere in town, the cadaver of a man was found hanging from a metal fence in front of an empty house. A mask with the face of a pig had been placed over his head and his hands had been cuffed. There was also a threatening “narco-message” left with the hanged body.

Later the same day Mexican army personnel detained four heavily armed men in Cuauhtemoc, Chihuahua; the four had with them “an anti-tank rocket launcher, a high explosive rocket, two caliber 308 rifles capable of piercing armor, two cal. 223 AR-15 rifles, a caliber 556 rifle, a .22 caliber rifle, a .22 revolver, a caliber 11.25 pistol, 12 fragmentation hand grenades, a gas grenade and clips of various calibers.” They also had five “T3  level bullet proof vests, bandoleers, gas masks and ID cards of the PGR (Mex. Dep’t. of Justice) plus small amounts of drugs. Most of the front page and the headline on the printed version of a Juarez paper were devoted to the horror which Juarez residents feel because of the level and brutality of all the violence.

Tijuana violence does not cease there either it is becoming an everyday affair according to Jose Gonzalez a resident of Tijuana were there is more violence reported and where the finding of cadavers and narco messages keep police agencies on alert on both sides of the border and the civilian population in a state of panic.

In Tijuana alone there have been to date more than 700 execution type killings carried out by organized crime that have been counted this year, which makes it one of the most violent in the city’s history. Recently in TJ two more decapitated bodies were found, two police officers were murdered and so were eleven other men, all within a 14 hour period.

In a banner headlines on the printed front page of a TJ newspaper read: City policeman executed Physician kidnapped. 
 
A second “ministerial police” agent lost his life Wednesday afternoon in TJ. He was driving his car when the occupants of two other vehicles opened fire killing him dead in his car. Two severed human heads were left on top of the lids of each of two blue plastic barrels found near the Otay Mesa border crossing point on the east side of TJ near the California border. The location is just four blocks away from where six persons were killed by gunfire on Monday. The headless bodies were inside the barrels, and a narco message.
 
A “Ministerial Police” commander was killed and his police officer escort was critically wounded Monday afternoon when killers shot them repeatedly while the two were eating at a restaurant. The hit-men left and disappeared as quickly as they had arrived. 
 
Recently four men fell victim to a gunfire assault at a junkyard in the Lomas Verdes section of TJ but between 4 p.m. and late evening six other men were shot to death and two others were wounded in two other incidents elsewhere in town.

Just yesterday, ten gunmen lost their lives after a shootout with state agents in Nogales, Sonora. The police were attacked with fragmentation grenades; three police and three civilians were wounded.

The body of a gagged man was found in Cabo San Lucas; his fingers had been chopped off. Eight persons have died in Baja California Norte in the last 24 hours, the product of a spiral of violence.

Just recently two Rosarito police officers were assassinated while on patrol. Twenty kilometers away three other persons were murdered. Seven other crimes took place in Chihuahua; two men were found dead in Hermosillo, Sonora, two in Culiacan and “some others more” in Guanajuato, Guerrero, the Distrito Federal and Taxco.
A related account in “El Universal” (Mexico City) states that violence in Rosarito has cost the lives of seven police and at least a dozen other persons in less than thirty days; it adds that there have been mass resignations of police there because of fear of being murdered. Just some years back Rosarito was a laid back, peaceful ocean beach town.

A year later, Gates published "An Open Letter to Hobbyists" in the Altair newsletter, in which he enjoined users to avoid illegally copied software. Arguing that software piracy prevented "good software from being written," Gates wrote prophetically, "Nothing would please me more than being able to hire ten programmers and deluge the hobby market with good software." In November 1976 Allen left MITS to devote his full attention to Microsoft, and the company’s tradename was registered. In 1977 Apple and Radio Shack licensed Microsoft BASIC for their Apple II and Tandy computers, with the Apple license going for a flat fee of $21,000. As Apple sold a million machines complete with BASIC, Microsoft’s unit revenues dropped to two cents a copy.

That same year Microsoft released its second programming language, Microsoft FORTRAN, which was followed in 1978 by a version of COBOL. Both were written for the CP/M operating system, one of many available in the rapidly expanding but still unstandardized microcomputer market. As CP/M was adopted by computer manufacturers including Sirius, Zenith, and Sharp, Microsoft became the leading distributor for microcomputer languages. By the end of 1978 Microsoft had 13 employees, a sales subsidiary in Japan, and $1 million in revenues. The following year Gates and Allen moved the company to Bellevue, Washington."

I see two tasks that your professor wants done. The first is to get the file uploaded to your *nix account. You can accomplish this by emailing the file to your *nix account email address or you can putty to the server, open vi, and paste (right click) the text into the vi editor.

Your second task is doing search and replace in the vi editor. There are so many ways to achieve this. I’ll show different methods and you decide what to use. The whole purpose of this assignment is for you to get familiarized with the vi editor.
