A Los Angeles foster mom has been charged in the death of a 2-year-old girl who was killed with a hammer. Police said 30-year-old Kiana Barker was arrested Thursday on murder and child abuse charges. They say Barker initially told investigators she accidentally hit Viola Vanclief with a hammer while trying to free the girl, who had become trapped in a bed frame. But authorities say records show the child had several bruises. The girl died on March 4. Barker is being held on $1.1 million bail. Her boyfriend, 38-year-old James Julian is facing an accessory to murder charge. His bail is set at $1.6 million. Report: Foster mom previously accused of abuse. March 18, 2010, South Los Angeles, KABC. The family of a two-year-old girl who died after being beaten with a hammer questioned how the toddler was placed in the South Los Angeles home following a report that the foster mother had been the subject of five child abuse complaints.
A South Los Angeles foster mother and her live-in boyfriend are under investigation in the death of a 2-year-old girl who was struck with a hammer. Thirty-year-old Kiana Barker and her boyfriend, 38-year-old James Julian, were arrested on suspicion of murder, then released after prosecutors sent the case back to the police and coroner for further investigation.
Barker told investigators that she accidentally struck Viola with a hammer while trying to free her after the girl became trapped in a metal bed frame from the torso down on March 4.
The coroner ruled the death a homicide caused by blunt force trauma. There was also bruising to the lower back, buttocks and hips, according to the complaint filed by the Department of Social Services.
“How can you hit a child with a hammer and not take them to the hospital. It just don’t make sense to me,” the victim’s sister, Sonja Vanclief of Columbus, Ohio said in a phone interview. “Just talking about it is just so sad because she was just an innocent child. Children are the purest things in this world, especially when they died young, they come back directly from God.”
Multiple agencies are investigating the toddler’s death. Her family now questions whether Viola would have been better off with her birth mother, Olivia Vanclief. The family acknowledges Olivia was bi-polar. The Los Angeles Times reports she was also a drug addict. She is currently in a rehab program, where we cannot reach her.
Yet there were also danger signs with foster mother Kiana Barker. The Los Angeles Times, citing confidential records, reports there were five allegations against her and one substantiated complaint that Barker had severely neglected her own child in 2002. Under state rules, the inconclusive cases should have been entered into the state database and might have precluded a state license.
The non-profit group United Care Inc. placed Viola with Barker. Child care workers failed to discover that Barker’s boyfriend, convicted felon James Julian, was living at the home. Both adults should have been disqualified from caring for a foster child.
“The Department of the Children and Family Services joins the community in mourning the loss of the child Viola,” said Neil Zanville, a spokesperson for the L.A. County Department of Children and Family Services. Department officials pledge to work with every agency to determine what went wrong. “Safety remains our first and foremost concern and we’re committed to keeping children safe whenever possible,” said Zanville.
But Viola’s family still has many questions and doubts. “She was a child. She couldn’t fend for herself and in actuality they put her in more danger than my mom would have,” said Sonja Vanclief.
The child welfare workers who were in charge of checking in on Viola have been placed on desk duty pending the outcome of the investigation.

Jorge Barahona, 53, is accused of punching his daughter to death on Feb 11 following a lengthy torture session in which the girl was kept bound at the hands and feet and left in a bathtub. Carmen Barahona, 60, is also charged with first degree murder. The 10-year-old twins were subjected to months of abuse culminating in a torture session that ended with the girl’s death just 1day after state child welfare authorities visited the home and found no reason to intervene. “On Feb. 11, 2011 in the presence of Victor, Jorge Barahona removed Nubia from the bathtub while her feet and hands were still bound and took her to [the couple’s] bedroom. Note: This is exactly like all dead baby CPS trials I have attended +/or researched. They reek of coverup, snuff, + 3rd parties being protected. It is what it is. When these people come to the door (unregulated, unmonitored sociopaths who answer to NO ONE and who are attracted to children for money) know that your child is in danger. Barahona case deserves full disclosure. DCF has moved quickly to investigate what happened and to satisfy the public cry for information. No doubt that media coverage of the torture inflicted on the children has helped push the agenda. The Miami Herald has filed a public-records lawsuit seeking key records that new DCF Secretary David Wilkins is declining to provide. Wrong move. Carmen Barahona Charged w First Degree Murder, 7 Counts Aggravated Child Abuse, 7 Counts Child Neglect. 60 YO Carmen Barahona reportedly went voluntarily to Miami-Dade police headquarters for questioning and was booked into jail this afternoon.
Jorge Barahona, Carmen’s husband, sits in the Palm Beach County jail charged w attempted murder for Victor’s injuries. He also faces first degree murder charges in Miami.
10YO Victor was able to answer questions from investigators, now that he’s been released from the hospital; his answers may provide clues to what happened to Nubia. Victor was released from Jackson Memorial’s burn unit last week, and is said to be recovering nicely in a therapeutic foster home, though he will need continuing medical care and counseling.
Miami-Dade police and prosecutors assumed control of the death investigation after Victor, suggested to detectives that Nubia’s injuries were inflicted inside the family’s West Miami-Dade home.
Detectives have searched the home several times, recently hauling away a bathtub. The Barahona’s 6YO granddaughter reported to a therapist that the twins were being bound hand and foot and made to spend hours upon hours inside the bathtub of the family’s home. On Feb 10, the therapist called in the tip to a DCF abuse hotline – 4 days before Nubia’s corpse was found. The state child welfare agency has drawn intense scrutiny.
DCF has released a host of agency records detailing the twins’ abuse. Nubia was petrified of her adoptive mother, who, she told school workers, would beat her feet with a sandal. Nubia also was afraid her mother would learn she was hoarding food in a book bag because she was hungry.
Carmen Barahona filed for divorce against her husband, her lawyer claims she was a victim of domestic violence for much of her marriage, and should not be held responsible for what occurred inside the home. She has asked for custody of her 3 surviving adoptive children who are in foster homes.
Victor may be headed to Texas where a paternal aunt + uncle have sought custody of him since 2004.

BRUNSWICK, GA – Roger Kiser remembers it like it was yesterday. “Unless you were there. Unless you saw how out of control it was, nothing mattered, life didn’t matter.”
Kiser was at the Florida Reform School for Boys, now known as the Arthur Dozier School, back in the late 1950s.
He says at the school, there was a place called the “White House” where he was taken numerous times for beatings. “They beat you until you were bloody,” says Kiser.
According to a class action lawsuit filed against the state, a number of others who went to the school have the same memories.
Court records detail how during the beatings, employees placed, “…monetary bets (on who) could draw blood from the boys first.”
One boy remembers, “After the blood curdling screams of a boy stopped, one of the state employees was heard to state, ‘I think he is dead.'”
“I have heard…out of 86 men I’ve talked to, I’d say there are 30 who did not see boys return after their beating,” says Kiser.
More than 30 graves have been found near the school’s property. The state is now investigating who is buried there.
According to the lawsuit, the victims have an idea who beat and sexually abused them. Two former employees are named in the lawsuit. They are Troy Tidwell and Robert Curry.
“Troy Tidwell is a gentleman who has one arm,” says Kiser, who notes Tidwell was one of the worst beaters. “Robert Curry was the psychologist. He was one that was molesting a lot of the boys,” says Kiser.
Kiser also notes they know who the other abusers are but most have passed away.
Tidwell’s phone is no longer in service. His attorney was not available for comment. Kiser says his attorneys are still trying to find Curry.
According to the lawsuit, after beatings boys were, “Placed in a ‘hole’ which was an approximately eight by eight foot cell with no lights or windows.” It also goes on to say, “Boys would spend as many as 30 days (there to) cover up the severe nature of the beatings.”
“I never went there. I do know boys were beaten so badly their visitation rights were suspended until they could somewhat heal up,” says Kiser.
The lawsuit alleges the abuse happened between the 1940s and 1960s.
Kiser has written a book about his experience. He believes there could be hundreds of men out there who were abused at the school over the years. Right now, he says more than 120 men have come forward.

Illegal alien Francis Hernandez is on trial this week in Arapahoe County District Court for an automobile crash that resulted in the deaths of three people, including a 3-year-old boy.
Francis Hernandez, faces a total of 19 charges, including vehicular homicide, leaving the scene of an accident involving death, and child abuse resulting in death.
On September 10, 2008, the parents of 3-year-old Marten Kudlis buried their son at Fairmount Cemetery, a few days earlier, he was killed while waiting for his ice cream in an Aurora Baskin and Robbins.
An SUV speeding through the intersection of Havana and Mississippi, with Guatemalan national Francis Hernandez at the wheel, slammed into a pickup truck, which was then pushed into the ice cream shop´s window. The toddler was sitting at a table in front of that window, and was sent flying as the truck came crashing through it.
Police say that Hernandez was traveling at a speed of at least 70 mph.
After the crash, police say Hernandez jumped from his Chevy Suburban and fled the scene. He was later apprehended without incident.
Marten was taken to the hospital, but died a short time later due to massive internal injuries.
The two women in the pickup truck struck by Hernandez were Patricia Guntharp, 49, and Debra Serecky, 51. They were both pronounced dead at the scene.
KMGH of Denver covered the child´s funeral and reported that the first song heard during the service was Eric Clapton´s "Tears in Heaven."
In a heart wrenching display of grief and anger, Marten´s mother Marat Kudlis shouted: “That bastard!,” referring to the illegal alien believed responsible for killing her son. Between the tears, Marten´s father cried out: “I really loved him.”
The rabbi conducting the service told the heartbroken family and friends: “This burden feels like more than we can bear because it is so sudden. It´s a parent´s worst nightmare. It does not seem fair and it is not fair to lose someone so young.”
A teddy bear was placed in the tiny open casket which held Marten´s body.
Following the funeral, many of the mourners returned to the crash site, which became a makeshift memorial, filled with flowers, stuffed animals, and cards with expressions of sympathy and support for the Kudlis family.
One of those mourners, Duane Stokes, told a KMGH reporter: “I helped pull Marten out of the building. I was right there with him. He squeezed my hand. I held his hand until he passed on. My fiance and I were just saying a prayer to Marten and just getting one last glimpse of everything around here. Just to say goodbye to him.”
Marten´s death hit the community hard and his funeral was attended by many people who had never even met him, but were saddened and angered by his senseless death.
Hernandez who has 12 aliases and two dates of birth, has been arrested an astonishing 19 times since 2003. The Colorado Bureau of Investigation has also, confirmed that Hernandez has been arrested by nine different police departments. Despite his lengthy arrest record and illegal status in this country, Hernandez has never been deported, nor have deportation proceedings ever been started against him.
The police report shows that after Hernandez ran from the scene, he phoned his girlfriend, Brenda Aleman, asking her to come pick him up at a local Hooter´s restaurant. The report reads: “(He) stated after the accident he was scared and fled the scene, he was afraid he would be taken to jail because he had no insurance, no driver’s license and that would prevent him from seeing his kids.”
Hernandez and Aleman have two small children.
It should be noted that the Congressional Research Service has classified both Aurora and nearby Denver, CO, as a “sanctuary cities.” The term refers to a policy taken by cities which refuse to inquire into an arrestee´s immigration status, or a refusal to inform federal authorities when a suspect in custody is believed to be or known to be an illegal alien.
Shortly after little Marten‘s death, retired Congressman (R-CO) and former presidential candidate Tom Tancredo said that Denver Mayor John Hickenlooper, as well as Colorado Gov. Bill Ritter "have blood on their hands."
While both Hickenlooper and Ritter have long been criticized for their opposition to enforcement of our immigration laws, Gov. Ritter tried to deflect any attention from his office onto the federal government and called Tancredo´s comments “out of bounds.”

I don’t’ condone violence, but I have to agree with Weird Al. Whatever it takes to wake these people up to reality. If it ever happens to me or mine, watch out. The fallout will be loud and long.

People who enter another country should respect that country and it’s laws. If you really want to stay and thrive, you need to live a good life and contribute. People who come and violate laws and harm people do not deserve any chance what so ever. There is no way in H*LL we should be forced to be victims of crime committed by illegal aliens.

This is very common among illegal aliens and it doesn’t surprise me. I think the boys family has a right to start a class action lawsuit against these illegal alien sanctuaries. A major lawsuit would not be able to bring back the kid but at least it can bring about justice.

Ever since the gov started cracking down on lawsuits against cities, towns and police. This mess with illegal immigration has been growing without any thought of even slowing down. This guy should not be deported and should get the death penalty instead.
