Illegal charged in officer’s death was twice deported what excuse will be made for him by his supporters?

The suspected drunken driver accused of killing a Houston Police officer on Sunday is an illegal immigrant from Mexico who twice tried to lie his way into the United States by claiming to be a U.S. citizen, records show.

Johoan Rodriguez, 26, is accused of driving through police blockages on the 610 North Loop freeway where officers were investigating an accident and striking HPD Officer Kevin Will. Prosecutors said Will, 38, was killed instantly, and his body was dragged along the freeway. Police found a small bag containing of cocaine in Rodriguez’s pocket and preliminary blood tests showed his blood alcohol content was .238 — nearly three times the legal limit, officials said.

When Rodriguez was questioned by police, he seemed disoriented and intoxicated, Harris County Assistant District Attorney Beth Shipley said at Rodriguez’s probable cause hearing.

"He could not tell the officer anything about the crash, and claimed he did not remember being in a crash," Shipley said.

Immigration and Customs Enforcement spokesman Gregory Palmore said today that Rodriguez is an illegal immigrant from Mexico who was deported in 2005 and 2006.

Federal court records show that Rodriguez tried to enter the U.S. through the Brownsville Port of Entry by falsely claiming to be a U.S. citizen on Dec. 29, 2005. Just days after he was deported back to Mexico, he tried again to get in, this time through the Hidalgo Port of Entry, records show. He again claimed to be a U.S. citizen, born in Houston, and showed a Texas driver’s license to support his claim, according to records.

Rodriguez is being held without bail on three felony counts of intoxication manslaughter, evading arrest and drug possession. Immigration officials have filed paperwork to detain Rodriguez if he is released from local custody.

Will’s death is the latest in a string of incidents involving illegal immigrants that have resulted in serious injury or death for Houston police officers. Gary Blankinship, president of the Houston Police Officer’s Association, said rank-and-file union members were "outraged" by Will’s death at the hands of an immigrant who had been previously deported.

"Well, it’s dejavu," he said. "…I’m not too sure what the answer is, but it’s certainly disheartening when you keep seeing police officers killed in the line of duty by illegal aliens.“

In September 2006, Houston Police Officer Rodney Johnson was shot and killed by Juan Leonardo Quintero, an illegal immigrant from Mexico he had arrested during a traffic stop. Quintero had been deported once before after charges of indecency with a child and said he shot Johnson because he was "scared" after he was arrested. Quintero was convicted of capital murder and sentenced to life in prison.

His death and a personal crusade by his widow, HPD Sgt. Joslyn Johnson, fueled calls for greater local police involvement in immigration enforcement.

"I just wish our government would take the initiative and do something about this," Joslyn Johnson said on Tuesday.

On March 5, 2009, Wilfredo Alfaro, an illegal immigrant from El Salvador, shot Houston Police Officer Rick Salter with a Glock pistol as officers broke through the door at his home on East Avenue O. Alfaro was ordered out of the U.S. by an immigration judge in March 2001, returned illegally and was arrested three times before the shooting.

How can illegals be law abiding illegals,so the word illegal really does not mean illegal ? Every day illegals drive on our roads, driving without licenses and insurance. Every day illegals will be using fake or stolen documents for their employment. Seems activists discount fraud or fake documents are excused as long as it is for a better life, certain laws can be broken by illegals, that would have regular citizens sitting in jail. I didn’t know when I joined the military and served my country, that said country would become the land of lawlessness, just like the country they left. Greed, corruption, lying, stealing, cheating, skipping out on paying bills are accepted aspects of life, as long as illegals obtain a better life.Many laws are ignored to advance the cause of illegals. Now illegals doing the above are considered law abiding citizens

When a Kenosha County woman was killed on Memorial Day one thing was clear, it was completely preventable. AS FOX6 began investigating to find out who could have prevented it, we faced a flurry of finger pointing. No one wanted to take responsibility, and no one close to the case would talk on camera.

If you could sketch a love story and put a face on it, a portrait of teenage sweethearts would appear. It was a love so deep, fulfilling, and complete that losing it would be like losing the air from young lungs.

One man who never should have been where he was could destroy the soul of a family. Jorge Dominguez is an illegal immigrant with an arrest record, and no license to drive. Police caught him two hours after the crash that killed Dawn Glogovsky. Dominguez fled from the scene of the accident.If you think this is about the injustice of an illegal immigrant killing an innocent woman, it’s worse than that. In 2008 Dominguez’ wife called Burlington Police afraid he was going to kill her. FOX6 Anchor Brad Hicks asked her what she told police that night she said, "He was illegal that he was illegally in the United States."

The Burlington Police Department notified Immigration and Customs Enforcement(ICE), but Dominguez didn’t show up in the federal database. So a few days after the incident Dominguez was back on the streets.

It didn’t take long for him to be back in a cell at the Burlington Police Station. Over the next six months he was cited, arrested, questioned, fingerprinted. He became a familiar face to law enforcement, but ICE and police never put two and two together.

Kim Gebauer, sister of Dawn Glogovsky, said, "There were so many opportunities to remove this person from the county, to make sure he didn’t continue to create havoc wherever he went."

Jorge Dominguez was arrested again in Racine County in May of 2009, and that time ICE slapped an immigration detainer on him. He was finally caught and his days in the US were numbered, but something that ultimately led to the death of Dawn Glogovsky happened.

Cook County in Illinois staked a claim on Dominguez. They wanted to see him extradited for an old drug charge before he was deported. On July 4th the Racine County Jail sent a communication to Cook County advising them Jorge Dominguez was illegal, and had an immigration hold from ICE.

Former Waukesha District Attorney Paul Bucher knows how the system works. He said, "They’re telling them, place a hold on this subject when you pick him up from our jail. ICE wants him."

Three days later an internal memo says Cook County called, aware Dominguez was on a detainer, and requested it. A faxed copy confirmed on July 7th the detainer was sent to the Cook County Sheriff’s 24-hour lockup in Maywood. Their job was to notify ICE before he could be released.

Two days later Jorge Dominguez walked out of the Cook County lock up a free man, ICE was never informed.

According to ICE, and the State Attorney’s Office in Illinois the Sheriff’s Department in Cook County is responsible. Bucher says, "He’s in the system, and they’re part of the system. Therefore they’re responsible to notify."

The Cook County Sheriff’s Department claims it never received a detainer for Dominguez, and never requested one either.

The Sheriff’s Spokesman says, "There was no detainer here…so there is nothing to investigate."

What they can’t or won’t explain, aside form the Racine teletype notifying them Dominguez was illegal, the internal memo at ICE that says Cook County called for the detainer, and the copy of the faxed detainer itself, is that in the Cook County court file for Jorge Dominguez is the immigration detain the Sheriff’s Department swears never existed.

The day after it was sent to the Sheriff’s 24 hour lockup in Maywood where Dominguez was being held, the detainer was still in Cook County. It was faxed again by the courthouse warrant clerk. Dawn’s Husband Frank Glogovsky says, "They knew he was an illegal alien, and they didn’t do anything. And I know if they would have, she would still be here."

Glogovsky’s Attorney Jim Gatske believes it was no mistake, and that reckless indifference was to blame. He says, "They had made a decision at some point that immigration issues were not something they were going to be worried about enforcing."

Cook was the first county in the country to declare itself an official sanctuary, a place where police are not allowed to ask about a person’s immigration status.

The criminal justice system in Davidson County failed the late Sean and Donna Wilson. It was a systematic failure, from top to bottom, that cost two innocent Tennesseans their lives.

The Mt. Juliet couple was killed after being struck by an SUV driven by illegal immigrant Gustavo Reyes Garcia on June 8. Court records and accounts from regular Nashvillians demonstrate Garcia should have been taken off the road long before his fateful encounter with the Wilsons.

In an article in our edition today, we document 17 arrests in the last nine years including multiple DUI charges, numerous incidents of driving on a revoked license and even assaulting a police officer.

Perhaps to no one’s shock, Garcia had also been arrested for more than one automobile accident where he struck another vehicle causing injury. In at least one case he fled the scene.

Altogether, Garcia spent less than 170 days in jail during those nine years. It is not a fact that can be placed at the feet of any one department or player in the criminal justice system. Instead, they all own part of the blame – from Metro Police all the way to the Tennessee General Assembly.

Metro Police maintain they simply arrest the bad guys and others in the system decide the offenders’ fate. That is not entirely true. In one key case against Garcia, charges of assaulting an officer were dismissed because police did not show up to a hearing for Garcia.

District Attorney Torry Johnson’s office insists it can only prosecute offenders to the extent the law allows. Yet, time and time again assistant district attorneys allowed deals for Garcia to go free despite what would appear to any average citizen to be a pattern of chronic lawlessness and disregard for the safety of Nashville citizens.

Of course, most of Garcia’s sentences were suspended by general sessions court judges to time already served after his arrests on each incident – a tactic that simply returned him to the street to offend again.

The questions then turn to the system itself. Is it the fault of Metro government for not providing jail cells for the likes of Garcia? Is it the fault of the Tennessee General Assembly for not providing tougher laws? Are generations of Washington D.C. politicians to blame having allowed illegal immigration to become a problem of epic proportions?

The death of the Wilsons and the case of Gustavo Reyes Garcia exposes everything that is wrong with our government, from the halls of power in Washington D.C. to the committee rooms of the Tennessee General Assembly to the streets of Nashville.

The Wilson family, Tennesseans and the American people deserve better.

Why is a school protecting an illegal from Mexico who uses a false name and age is school security at risk?

The public has a right to know if Ivan Mateo-Lozenzo, 21, attended West High School or any other Madison schools and for how long.

School district officials are stubbornly refusing to say.

Nor will they disclose if the district followed its own policies for screening new students when (or if) Mateo-Lozenzo enrolled at West using a fake name and age.

Police say Mateo-Lozenzo pulled the trigger in the shooting death of gang rival Antonio Perez, 19, on Madison’s East Side late last month.

Mateo-Lozenzo was an illegal immigrant from Mexico. But that’s not the central issue here because the U.S. Supreme Court has ruled that school districts can’t withhold public education because of immigration status.

The real issue here is school safety.

Middleton school officials have acknowledged that Mateo-Lozenzo, 21, attended Middleton High School as Arain Gutierrez, 19 – a name and age that police say are fake. Middleton records also suggest Mateo-Lozenzo previously attended West High School in Madison.

A young man who gains regular access to our schools, who isn’t a teenager, who uses a false name and age, who is now accused of shooting and killing a rival gang member – that’s someone who presents school security concerns of high public interest.

Madison schools shouldn’t give out information willy-nilly about students, whose privacy should be respected.

But in extreme cases – and they don’t get much more extreme than this one – district policies should be flexible enough to incorporate some common sense.

Parents, students and taxpayers have a right to know what’s going on. The public needs more information and reassurance from Madison school officials about the case of Mateo-Lozenzo.

Refusing to give details about how this man came to attend local schools doesn’t give the public much confidence in district policies or in the protection of other students.

The Madison district’s refusal to even acknowledge if a man accused in a deadly shooting was a student is especially egregious.

School officials should stop hiding the facts and discuss the district’s actions in an open way. They also should let the public in on any discussion about district enrollment policy moving forward.

Police are now working on theories that include the shooter may have been a drug cartel scout or a band of thieves terrorizing Arizona ranches.

Police admit if the shooter lives in Mexico, identify the trigger-person is almost impossible.

Thank you for calling attention to the murder of the Arizona rancher. This is not an isolated problem. Families who have farmed and ranched on the US/Mexico border for over a hundred years. For many years, we farmed along side those on the other side of the border. Most people who crossed our properties were not a threat, but that has long since changed. We now find ourselves faced with a government that feels the issue is not significant, as well as our neighbors in the city who are more concerned about “immigrants rights” than our safety. While Bush’s fence project had a lot of problems, the section that crosses our property created a significant deterrent. Traffic decreased from over a hundred per day to a handful per week. The cartels don’t care how they get access to your property. If they can’t buy you out, they will kill you and your family.

A man in jail facing a manslaughter charge in the death of a Mesa teen was indicted earlier this month on three counts of felony forgery.Manuel Contreras-Galdean is awaiting trial in the November 2008 death of Kelly Tracy, who was a student at Gilbert’s Highland High School.After his arrest, a deputy went to Contreras-Galdean’s Apache Junction workplace, SAK-Electric and Plumbing, 56 S. Meridian Road, to investigate Contreras-Galdean’s background. That visit led to Contreras-Galdean’s brother, Leonel Contreras-Galdean, 30, being arrested on suspicion of forgery and identity theft. Two others were also arrested.

On June 4, a Maricopa County grand jury charged Manuel Contreras-Galdean with three separate forgery counts: October 2003, November 2004 and September 2007. Two of the charges are related to verification of employment forms. The third charge is related to Arizona’s employee withholding form.

If found guilty, Manuel Contreras-Galdean could face probation or between one and two-and-a-half years in jail for each felony forgery count.

Manuel Contreras-Galdean has admitted to being an illegal immigrant who once voluntarily returned to Mexico after being picked up by authorities following a traffic stop in New Mexico.

According to court records, he pleaded not guilty to the forgery charges on June 15.

He has also pleaded not guilty to the aggravated assault and manslaughter charges he faces from the Nov. 15 crash in Mesa that killed Highland band member Kelly Tracy and injured her brother, Matt.

Mesa police say Manuel Contreras-Galdean was impaired by alcohol when he failed to yield as he was making a left turn at the intersection of Sossaman and Guadalupe roads.

According to court records, the 12-day manslaughter and aggravated assault trial is expected to start in October. Court records state he was offered a plea bargain for 10.5 years in jail. The plea bargain is set to expire in July. He could face up to 20 years in jail for the manslaughter charge alone.

I think they need to stop coddling these imbeciles and take them out back and shoot them. Why waste the time arresting them if the court system isn’t going to adequately punish them. I hope they ALL fry!

Slain officer missed suspect’s gun in search

The Houston police officer who was gunned down by a suspect Thursday after a routine traffic stop apparently missed the man’s weapon in a pat-down search, Capt. Dale Brown told reporters today.

Juan Leonardo Quintero, a 32-year-old illegal immigrant, has been charged with capital murder in the shooting death of Houston Police Officer Rodney Johnson.

Brown said Quintero apparently was not under the influence of drugs or alcohol at the time of his arrest.

Brown said that Quintero had a criminal history from 1995 to 1999, convicted for DWI, failure to stop and give information and indecency with a child. His driver’s license was suspended and he was deported to Mexico by immigration officials in 1999, Brown said.

Quintero has been working for a landscaping company in the Deer Park area and was driving a company Ford double-cab pickup when Johnson stopped him for speeding, Brown said.

Quintero, who apparently in the pickup with a co-worker and the two daughters of his common-law wife, was traveling 50 miles per hour in a 30-mile-per-hour zone, he said. He had picked up the two girls from school and was taking them home, he said.

Johnson decided to arrest Quintero because he did not have any identification, Brown said. Although Johnson patted him down before handcuffing him, he apparently missed the 9-mm handgun he concealed under his waistband, he said.

Although Quintero was handcuffed behind his back, Brown said he apparently manipulated his handcuffed hands under his legs to the front of his body so he could fire his weapon. His hands were again behind his back when officers arrived, he said.

The suspect also fired at a wrecker driver who had been called to the scene by Johnson at the time of the arrest. The wrecker driver had spotted Johnson in apparent distress in the front seat of the car and was approaching the police car when the shot was fired. He retreated until officers arrived.

His wife, Theresa Quintero, said he has expressed concern about immigration officials and whether he should return to Mexico.

Theresa Quintero said in an interview today at their home near Hobby Airport that the couple has been married since 1997.

HPD’s Brown said records reflect no arrests for the suspect since 1999, but he said officers were still researching records.

Chief Harold Hurtt defended his policy against enforcing immigration laws, saying the situation points to the need for stronger enforcement at the border since Quintero had been deported.

“If the government would fulfill their responsibility of protecting the border, we probably would not be standing here today,” Hurtt said.

A Harris County prosecutor said in court this morning that, while seated in the back seat, the suspect pulled a 9 mm handgun from his waistband and shot Johnson in the face. The officer was able to push an emergency response button, alerting dispatch of a problem.

When other police arrived at the scene, Quintero remained in the back seat with the gun in his hand, the prosecutor said. Police found bullet casings inside the car.

Quintero kept his head down while waiting to be called before the judge. During a brief hearing, he answered "Yes” when asked whether he understood the charge against him.

Quintero has been charged with capital murder in the 248th District Court, said HPD spokesman John Cannon.

Cannon said the suspect gave "a full confession" to the shooting.

A source familiar with the scene said Johnson was shot four times through the plastic shield separating the front and rear seats. Johnson managed to push his emergency button before collapsing. The 12-year veteran of the department was taken to Ben Taub General Hospital where he was pronounced dead.

The suspect reportedly struggled as officers tried to move him to a different vehicle.

"They finally got him in the other car, but he was scratching and fighting and acting crazy, like he could win in a fight like that," said Clara Rodriguez, who lives nearby.

Johnson, 40, was the first HPD officer killed in more than two years.

"He was very personable," Hurtt said. "We will miss one of our true soldiers in Rodney Johnson."

At least a dozen law enforcement vehicles cordoned off a large area at Randolph and Braniff where the light bar atop Johnson’s patrol car continued to flash long after the shooting. Temporary spotlights illuminated the scene into the evening as evidence technicians scoured the area. The owner of a nearby machine shop was called to the scene because bullets apparently pierced the wall of his building and investigators needed to get inside.

Before the suspect was taken to HPD headquarters, he was stripped of his clothes, which were placed in evidence bags, and dressed in a white jumpsuit. He was then taken downtown in the second of three patrol cars that left the scene shortly after 7 p.m.

‘It just breaks my heart’
As news of Johnson’s death spread, police officers gathered in small groups but said little. One HPD sergeant walked to a patrol car, took out his cell phone and made a quick phone call, taking a long drink of cold water from a bottle.

"Something real bad has happened by the airport," he said.

Rodriguez said that she and her neighbors in the small subdivision between Telephone Road and Almeda Genoa knew Johnson well and that he was well-liked.

"He would always wave and smile when he saw me," Rodriguez said. "He was a real nice guy. All he was trying to do was enforce the rules."

Rodriguez said Johnson stopped her once for speeding when the speed limit was lowered on Telephone Road. She said he politely asked her to slow down and did not ticket her.

"He was just so very nice," she said. "He was not ever mean. It just breaks my heart. I feel so very bad for his wife. He got up and went to work this morning, and this is what happened. This is what happened to one of the people who protects us, who truly took care of us."

Johnson graduated from high school in Oakland, Calif., then enlisted in the Army, serving as an MP until he was honorably discharged in 1990. He served as a corrections officer for the Texas Department of Corrections (now the Texas Department of Criminal Justice) and as a Houston police jailer before attending the police academy and graduating in 1994.

Johnson was assigned to the southeast division that year and to the southeast gang task force in 1996. While on the task force he received two Lifesaving Awards from the department and one Medal of Valor from the state. He was married to Houston police officer Joslyn Johnson. They have three daughters and two sons between the ages of 14 and 19..

i am not american, but i worked very hard to come here legally. spent 9 months to do it. and i pay my taxes,. contribute to social security. and because of my visa i will leave the US.

but the illegals? they dont pay taxes, they commit crime, they give us legals a hard time at immigration, while they just waltz in thru the border. and they use up social resources.
and the have the audacity to march for rights? they have no rights! they’re illegals.
