Why did Republicans support a White Racist like Jesse Helms?

"Here are quotes by Jesse Helms himself. As you read them, bear in mind all those lovely quotes above, the ones about how he’s a conservative champion, a fighter for conservative ideals, etc. They said it, not me. Like Matt Yglesias, I would have thought it was a completely unjust smear against conservatism to have said any such thing. [UPDATE: To be clear, what I would have thought was unfair was not to take him as a part of the conservative movement, but to think of him as an exemplary figure or a champion. END UPDATE.]

On respect for the President:

"Just days after Mr. Helms, a Republican from North Carolina, created a furor by saying that President Clinton was not up to the job of Commander in Chief, he told The News and Observer, a newspaper in Raleigh: "Mr. Clinton better watch out if he comes down here. He’d better have a bodyguard.""

On race:

"From the beginning, Helms was schooled in the political device of using race to propel white conservatives to the polls. As news director for WRAL radio, Helms supported Willis Smith in his 1950 Senate campaign against Frank Porter Graham, the former president of the University of North Carolina. The campaign theme was that Graham favored interracial marriages. "White people, wake up before it is too late," said one ad. "Do you want Negroes working beside you, your wife and your daughters, in your mills and factories? Frank Graham favors mingling of the races."

The campaign’s further contribution to political notoriety was a handbill that showed Graham’s wife dancing with a black man. (…)

But before long, Helms found his real calling as a nightly television commentator for WRAL in North Carolina, a post he held from 1960 to 1972. He blasted the "pinkos" and "Yankees" in Washington, and criticized King’s inner circle of civil rights leaders for "proven records of communism, socialism and sex perversion." He railed against Social Security, calling it "nothing more than doles and handouts." (…)

In the 1972 race, pitted against a Democratic congressman from Durham, Helms used code words that enraged liberals. The congressman’s name was Nick Galifianakis. Helms’ slogan: "Elect Jesse Helms — He’s One of Us.""

And:

"Helms warned that, "Crime rates and irresponsibility among Negroes are a fact of life which must be faced."

He suggested that the Rev. Martin Luther King Jr. was a communist dupe and refused, even decades after King’s death, to honor the Nobel Peace Prize winner.

He dismissed the civil rights movement as a cabal of communists and "moral degenerates."

As the movement gathered strength — and as murderous violence against activists in particular and African-Americans in general increased — Helms menacingly suggested to non-violent civil rights activists that, "The Negro cannot count forever on the kind of restraint that’s thus far left him free to clog the streets, disrupt traffic, and interfere with other men’s rights.""

A personal favorite, worth remembering when you read things about how courteous Helms was in person:

"When Carol Moseley-Braun of Illinois became the first African-American woman to sit in the Senate, Helms followed Moseley-Braun into an elevator, announcing to Utah Senator Orrin Hatch: "Watch me make her cry. I’m going to make her cry. I’m going to sing ‘Dixie’ until she cries."

Then, emphasizing the lines about how "good" things were before the Civil War ended slavery, Helms sang "Dixie.""

And another:

"His disdain for people of color (exemplified by his "humorous" habit, in private, of referring to any black person as "Fred") continues to find ways of expressing itself. He is the Senate’s most reliable opponent of any measure aimed at securing the rights or improving the conditions of African-Americans. In 1994, when Nelson Mandela visited the Capitol, Helms ostentatiously turned his back on him."

Humorous? Referring to any black person as "Fred"??

It is time to face honestly and sincerely the purely scientific statistical evidence of natural racial distinction in group intellect. … There is no bigotry either implicit or intended in such a realistic confrontation with the facts of life. … Those who would undertake to solve the problem by merely spending more money, and by massive forced integration, may be doing the greatest injustice of all to the Negro.”

As with Trent Lott, again, I find no inherent conflict in the Republicans’ support of Jesse Helms. This is in accord with the Republican Southern Strategy and that party’s efforts to attract racists and bigots to the Republican Party. It was a successful effort.

The Republican plan was to win elections and gain power by appealing to those who were disaffected by the civil rights legislation. The plan worked.

Obama was reelected to the Illinois Senate in 1998, and again in 2002.[31] In 2000, he lost a Democratic primary run for the U.S. House of Representatives to four-term incumbent Bobby Rush by a margin of two to one.[32][33]

In January 2003, Obama became chairman of the Illinois Senate’s Health and Human Services Committee when Democrats, after a decade in the minority, regained a majority.[34] During his 2004 general election campaign for U.S. Senate, police representatives credited Obama for his active engagement with police organizations in enacting death penalty reforms.[35] Obama resigned from the Illinois Senate in November 2004 following his election to the US Senate.[36]

In mid-2002, Obama began considering a run for the U.S. Senate, enlisting political strategist David Axelrod that fall and formally announcing his candidacy in January 2003.[37] Decisions by Republican incumbent Peter Fitzgerald and his Democratic predecessor Carol Moseley Braun not to contest the race launched wide-open Democratic and Republican primary contests involving fifteen candidates.[38] Obama’s candidacy was boosted by Axelrod’s advertising campaign featuring images of the late Chicago Mayor Harold Washington and an endorsement by the daughter of the late Paul Simon, former U.S. Senator for Illinois.[39] He received over 52% of the vote in the March 2004 primary, emerging 29% ahead of his nearest Democratic rival.[40]

Obama’s expected opponent in the general election, Republican primary winner Jack Ryan, withdrew from the race in June 2004.[41]

In July 2004, Obama wrote and delivered the keynote address at the 2004 Democratic National Convention in Boston, Massachusetts.[42] After describing his maternal grandfather’s experiences as a World War II veteran and a beneficiary of the New Deal’s FHA and G.I. Bill programs, Obama spoke about changing the U.S. government’s economic and social priorities. He questioned the Bush administration’s management of the Iraq War and highlighted America’s obligations to its soldiers. Drawing examples from U.S. history, he criticized heavily partisan views of the electorate and asked Americans to find unity in diversity, saying, "There is not a liberal America and a conservative America; there’s the United States of America."[43] Broadcasts of the speech by major news organizations launched Obama’s status as a national political figure and boosted his campaign for U.S. Senate.[44]

In August 2004, with less than three months to go before Election Day, Alan Keyes accepted the Illinois Republican Party’s nomination to replace Ryan.[45] A long-time resident of Maryland, Keyes established legal residency in Illinois with the nomination.[46] In the November 2004 general election, Obama received 70% of the vote to Keyes’s 27%, the largest victory margin for a statewide race in Illinois history.[47]

Just Embellished Words: Senator Obama’s Record of Exaggerations & Misstatements

Once again, the Obama campaign is getting caught saying one thing while doing another. They are personally attacking Hillary even though Sen. Obama has been found mispeaking and embellishing facts about himself more than ten times in recent months. Senator Obama’s campaign is based on words –not a record of deeds – and if those words aren’t backed up by facts, there’s not much else left.

“Senator Obama has called himself a constitutional professor, claimed credit for passing legislation that never left committee, and apparently inflated his role as a community organizer among other issues. When it comes to his record, just words won’t do. Senator Obama will have to use facts as well,” Clinton spokesman Phil Singer said.

Sen. Obama consistently and falsely claims that he was a law professor. The Sun-Times reported that, “Several direct-mail pieces issued for Obama’s primary [Senate] campaign said he was a law professor at the University of Chicago. He is not. He is a senior lecturer (now on leave) at the school. In academia, there is a vast difference between the two titles. Obama claimed credit for nuclear leak legislation that never passed. “Obama scolded Exelon and federal regulators for inaction and introduced a bill to require all plant owners to notify state and local authorities immediately of even small leaks. He has boasted of it on the campaign trail, telling a crowd in Iowa in December that it was ‘the only nuclear legislation that I’ve passed.’ ‘I just did that last year,’ he said, to murmurs of approval. A close look at the path his legislation took tells a very different story. While he initially fought to advance his bill, even holding up a presidential nomination to try to force a hearing on it, Mr. Obama eventually rewrote it to reflect changes sought by Senate Republicans, Exelon and nuclear regulators. The new bill removed language mandating prompt reporting and simply offered guidance to regulators, whom it charged with addressing the issue of unreported leaks. Those revisions propelled the bill through a crucial committee. But, contrary to Mr. Obama’s comments in Iowa, it ultimately died amid parliamentary wrangling in the full Senate.” [New York Times, 2/2/08]

Obama misspoke about his being conceived because of Selma. “Mr. Obama relayed a story of how his Kenyan father and his Kansan mother fell in love because of the tumult of Selma, but he was born in 1961, four years before the confrontation at Selma took place. When asked later, Mr. Obama clarified himself, saying: ‘I meant the whole civil rights movement.’” [New York Times, 3/5/07]

LA Times: Fellow organizers say Sen. Obama took too much credit for his community organizing efforts. “As the 24-year-old mentor to public housing residents, Obama says he initiated and led efforts that thrust Altgeld’s asbestos problem into the headlines, pushing city officials to call hearings and a reluctant housing authority to start a cleanup. But others tell the story much differently. They say Obama did not play the singular role in the asbestos episode that he portrays in the best-selling memoir ‘Dreams From My Father: A Story of Race and Inheritance.’ Credit for pushing officials to deal with the cancer-causing substance, according to interviews and news accounts from that period, also goes to a well-known preexisting group at Altgeld Gardens and to a local newspaper called the Chicago Reporter. Chicago Tribune: Obama’s assertion that nobody had indications Rezko was engaging in wrongdoing ’strains credulity.’ “…Obama has been too self-exculpatory. His assertion in network TV interviews last week that nobody had indications Rezko was engaging in wrongdoing strains credulity: Tribune stories linked Rezko to questionable fundraising for Gov. Obama was forced to revise his assertion that lobbyists ‘won’t work in my White House.’ “White House hopeful Sen. Barack Obama (D-Ill.) was forced to revise a critical stump line of his on Saturday — a flat declaration that lobbyists ‘won’t work in my White House’ after it turned out his own written plan says they could, with some restrictions… After being challenged on the accuracy of what he has been saying — in contrast to his written pledge — at a news conference Saturday in Waterloo, Obama immediately softened what had been his hard line in his next stump speech.” [Chicago Sun-Times, 12/16/07]

FactCheck.org: ‘Selective, embellished and out-of-context quotes from newspapers pump up Obama’s health plan.’ “Obama’s ad touting his health care plan quotes phrases from newspaper articles and an editorial, but makes them sound more laudatory and authoritative than they actually are. It attributes to The Washington Post a line saying Obama’s plan would save families about $2,500. But the Post was citing the estimate of the Obama campaign and didn’t analyze the purported savings independently. It claims that “experts” say Obama’s plan is “the best.” “Experts” turn out to be editorial writers at the Iowa City Press-Citizen – who, for all their talents, aren’t actual experts in the field. It quotes yet another newspaper saying Obama’s plan “guarantees coverage for all Americans,” neglecting to mention that, as the article makes clear, it’s only Clinton’s and Edwards’ plans that would require coverage for everyone, while Obama’s would allow individuals to buy in if they wanted to.” [FactCheck.org, 1/3/08]

Obama said ‘I passed a law that put Illinois on a path to universal coverage,’ but Obama health care legislation merely set up a task force. ”As a state senator, I brought Republicans and Democrats together to pass legislation insuring 20,000 more children. And 65,000 more adults received health care…And I passed a law that put Illinois on a path to universal coverage.” The State Journal-Register reported in 2004 that “The [Illinois State] Senate squeaked out a controversial bill along party lines Wednesday to create a task force to study health-care reform in Illinois. […] In its original form, the bill required the state to offer universal health care by 2007. That put a ‘cloud’ over the legislation, said Sen. Dale Righter, R-Mattoon. ABC News: ‘Obama…seemed to exaggerate the legislative progress he made’ on ethics reform. “ABC News’ Teddy Davis Reports: During Monday’s Democratic presidential debate, Sen. Barack Obama, D-Ill., seemed to exaggerate the legislative progress he has made on disclosure of “bundlers,” those individuals who aggregate their influence with the candidate they support by collecting $2,300 checks from a wide network of wealthy friends and associates. When former Alaska Sen. Mike Gravel alleged that Obama had 134 bundlers, Obama responded by telling Gravel that the reason he knows how many bundlers he has raising money for him is “because I helped push through a law this past session to disclose that.” Earlier this year, Obama sponsored an amendment [sic] in the Senate requiring lobbyists to disclose the candidates for whom they bundle. Obama’s amendment would not, however, require candidates to release the names of their bundlers. What’s more, although Obama’s amendment was agreed to in the Senate by unanimous consent, the measure never became law as Obama seemed to suggest. Obama drastically overstated Kansas tornado deaths during campaign appearance. “When Sen. Barack Obama exaggerated the death toll of the tornado in Greensburg, Kan, during his visit to Richmond yesterday, The Associated Press headline rapidly evolved from ‘Obama visits former Confederate capital for fundraiser’ to ‘Obama rips Bush on Iraq war at Richmond fundraiser’ to ‘Weary Obama criticizes Bush on Iraq, drastically overstates Kansas tornado death toll’ to ‘Obama drastically overstates Kansas tornado deaths during campaign appearance.’ Drudge made it a banner, ensuring no reporter would miss it.
